Safe, Nurturing Environment
Caroline House is designed to be a safe refuge for women who have been struggling with difficult life challenges. It becomes a nurturing, supportive environment – a “home” – to which isolated women can turn for reassurance, comfort, and help with some of the most intransigent problems of their everyday lives.

Welfare-to-Work Pilot
Because it simultaneously addresses the needs for training, childcare and world-of-work entry skills, Caroline House is designed as a “model” or “pilot” of a focused welfare-to-work initiative.
